Seeking to wipe out the Bloodspeakers, Emperor Naseru calls for massive witch hunts throughout the Empire. The Gozoku take advantage of the resulting chaos and fear to undermine the Emperor's power. The Emperor begins to realize that a covert group is working against him, and forms his own secret organization of Scorpion to deal with them. Daigotsu returns to challenge Iuchiban once more.
